stop the cryptographic services service
delete the file:
C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\S-1-5-18\d42cc0c3858a58db2db37658219e6400_xxxx

restart the cryptographic service.

fix = make sure the mac address in the name of the configuration file is lowercase. all caps may cause this error.
